Agenda

Deliberating on the Power Struggle and Rising Intervention in Cold War Latin America (1954–1974).

A historical simulation of the Security Council as it operated during one of the most volatile and ideologically polarised periods in modern history. Delegates argue within the knowledge of their time — no hindsight, no future events, no modern terminology.

01 — In the Chair

Chairperson’s Addressal

Dear Delegates,

It is with great pleasure that I welcome you to the United Nations Historical Security Council at the 12th edition of DCMUN. As the torchbearer of international peace and security, the UNHSC hopes that its delegates engage in meticulous discussions and draft resolutions that uphold its mandate, functions, and powers.

This year, we find ourselves standing at arguably the most dynamic crossroads of modern history. It is 1st of January, 1974. The world remains entrenched in the Cold War. The rhetoric of freedom and revolution has become inseparable from the realities of intervention, power, and influence. Across Latin America, governments have risen and fallen, political movements have allegedly been funded and undermined, and sovereign states have increasingly become arenas for a larger geopolitical contest between the East and the West.

Be it the 1954 Guatemalan coup, the widespread guerrilla movements, the 1959 Cuban Revolution accompanied by the 1962 Cuban Missile Crisis, the interventionist policies of the United States, or the growing clashes surrounding Marxist ideologies; all what awaits disclosure is immense. I dare you to discover it!

By virtue of this committee’s temporal setting, you have been given the power to push for change. With every argument you make, every alliance you build, and every allegiance you establish, you rewrite the history of one of the world’s most significant regions.

Remember that as members of this Council, you are not merely observers of history. You are its authors. I encourage you to engage deeply, analyze thoroughly, and collaborate effectively to craft resolutions that foster peace, security, and cooperation.

Best wishes,

Deveshwari Singh · Chairperson, UNHSC
