Chairperson’s Addressal
Distinguished Delegates,
Welcome to the United Nations General Assembly at the twelfth edition of the Daly College Model United Nations. On behalf of the Executive Board, including Vice-Chairpersons Kavya Agrawal and Advika Mohan, and Rapporteur Saumyaa Baheti, I am delighted to welcome each of you to this committee.
Our agenda, Confronting State-Sponsored Terrorism and Proxy Warfare, with Special Emphasis on Establishing a Binding International Legal Framework for State Accountability, sits at the intersection of international law, geopolitics, and human consequence.
In a world where states increasingly act through proxies to destabilise others while evading legal responsibility, the absence of a binding accountability framework is not merely a legal gap but a dangerous one. From the funding of non-state armed groups to the provision of weapons and intelligence, these acts challenge the very foundations of the UN Charter and the rules-based international order. This committee asks you to confront that gap head-on and work toward enforceable solutions.
Whether you are a first-time delegate or a returning one, you belong in this room. Come prepared, engage with good faith, and push the debate forward.
We look forward to what you build.
Warm regards,
Devansh Inani · Chairperson, UNGA
