International Bioethics and Pandemic Response Cabinet

Where the algorithm meets the patient.

Agenda

Addressing Biosecurity Risks and Ethical Challenges in AI-Driven Biological Research and Disease Detection, with Special Emphasis on Algorithmic Bias, Misdiagnosis, and International Governance.

This agenda lies at the crossroads of science, ethics, and global governance. The cabinet examines how far AI-driven biological research should go, who it must protect, and what safeguards a dual-use technology demands.

01 — In the Chair

Chairperson’s Addressal

Dear Delegates,

Welcome to DCMUN 2026 and to the International Bioethics and Pandemic Response Cabinet (IBPRC).

We live in a world where AI can help detect diseases, analyze genomes, and accelerate scientific breakthroughs faster than ever before. Yet, as with any powerful technology, a pressing question remains: just because we can do something, does it mean we should?

This committee invites you to explore the opportunities and challenges of AI-driven biological research and disease detection, with particular focus on biosecurity risks, algorithmic bias, misdiagnosis, and international governance. As delegates, you will be tasked with finding solutions that encourage innovation while ensuring ethics, accountability, and global security remain at the forefront.

As AI becomes increasingly integrated into healthcare and scientific research, its impact extends far beyond laboratories and hospitals. Questions surrounding transparency, data privacy, equitable access, and the prevention of misuse have become central to international discussions. Addressing these concerns will require cooperation between nations, researchers, policymakers, and global institutions.

The question before this committee is not only whether AI will transform biology, but how we will ensure it does so responsibly. We encourage you to engage in thoughtful debate, challenge assumptions, and collaborate to develop practical and forward-looking solutions. The Executive Board eagerly awaits the innovative solutions that emerge from your discussions.

Warm regards,

Aadhya Nahar · Chairperson, IBPRC
