International Cricket Council

Who really holds the bat?

Agenda

Improving Proportional Representation, Financial Distribution and Inclusivity in Global Decision-making for Cricket.

Cricket stands at a critical turning point in its global history. While the sport has expanded across continents and reached unprecedented commercial success, power within the ICC remains concentrated among a small group of historically dominant boards.

01 — In the Chair

Chairperson’s Addressal

Dear Delegates,

We proudly invite you to participate in the International Cricket Council at this edition of DCMUN with great honor. Being an authoritative body responsible for the governance of cricket throughout the world, the ICC requests delegates to look at our organization with a sense of urgency and deliberateness.

The importance of your mission cannot be underestimated in any way. Be it the concentration of voting power in the hands of a few Full Members, or the financial deadlock faced by the Associate nations, it all comes down to this critical juncture.

The ICC is at the crossroads, responsible for resolving the structural inequality between a small number of commercial superpowers and developing cricketing countries. The problems should be solved on a fundamental level through addressing such issues as outdated governing systems, significant imbalance in revenue sharing, and the huge gap in financial resources needed for the development of infrastructure. At the same time, delegates have to take into account the impact of the fast-growing domestic league franchises on international cricket.

The focus of this committee will be on assessment of the existing model of revenue sharing of the ICC, voting constraints within the executive board, and the commercial expansion of the sport into new territories. Another aspect of your work is to make policy decisions concerning structural transparency, financial accountability, and pathways for emerging countries to become Test playing nations.

We look forward to rigorous debate, creative policymaking, and the kind of thoughtful leadership that will define not just this committee, but the future of global cricket itself.

Warm regards,

Soham Kasturi · Chairperson, ICC
